Question

Q: Does this switch box need to be used for a lightbar, or can it be used for other purposes? (Ex. Dash lights, deck lights, grill lights etc.)

This is a "Low Current" switch box so the outputs offer very little amperage for outputs which are usually used for devices that get their main power elsewhere and only need a small amount of power to trigger them or activate them. Many lighters use this. You need to check your bar.
